General Statement of Job
Under limited supervision, serves as an instructional leader whose primary responsibility is the support and improvement of learning opportunities through state and local assessments and through resource allocation with Federal Programs. As a member of a small, collaborative district team, responsibilities include providing vision and direction through title programs (Title I, Title II, Title III, and Title IV) and continually evaluating and developing district assessment programs that inform quality teaching and positive student academic growth. Duties include consulting/advising school administrators, managing and coordinating funds and resources to maximize services, assisting in the selection and placement of personnel, analyzing a variety of data, and supporting program/school improvement. Reports to the Assistant Superintendent.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
- Oversee the budget with accuracy and develop procedures and guidelines as needed. Ensure purchases comply with federal program guidelines. Prepare the annual application and budget, final expenditure report, and any other state and/or federal report required for the programs.
- Coordinate the district, state, and federal policies and procedures for federal programs to ensure district compliance.
- Maintain all federal program records for state monitoring purposes.
- Coordinate the improvement of all programs through in-service educational activities, providing professional development, establishing channels of communication, and serving as a district liaison with outside agencies.
- Develop a district-level accountability plan, and assist individual schools in the development of school-level accountability planning.
- Assumes responsibility for the accuracy, validity, interpretation of results, and continuous evaluation of the testing program.
- Develops, implements, interprets, and communicates the results of the district’s testing program to the entire school staff, to the Board, and to other interested parties.
- Provides information and direction for GED Testing (General Educational Development Test) to obtain a high school equivalency license and high school diploma.
- Assists in developing strategic plans for improving student achievement.
- Utilizes district data to help inform curricular and instructional programs designed to improve instruction and achievement.
- Assists in coordinating professional development opportunities that align with district goals, as well as school and staff needs.
- Collaborates with district-level instructional staff specific to problem-solving, data analysis, and intentional planning of core academics, interventions, and building staff capacity in instructional practices.
- Stay current on educational initiatives and research at the state and national levels .
- Perform other related duties as assigned
Duties and Responsibilities
- Serves as the system contact for communication and coordination with the NC Department of Public Instruction (DPI) in the area of Accountability and Federal Programs.
- Oversees all Federal Title Program purchases ensuring compliance and establishing procedures for maintaining inventory.
- Collects and analyzes annual performance data to improve instruction and student performance, as well as meet state and federal reporting requirements.
- Prepares and submits all necessary reports as required by the State Board of Education and federal law governing Federal Title Programs and Accountability.
- Work with Title I school and district staff, and parents to establish a vision and goals for the program aligned with and supporting district goals.
- Plan for professional learning supporting district and program goals in cooperation with building administrators and the assistant superintendent, curriculum/instruction, and professional development.
- Supervise and evaluate the work of district Title I teachers in cooperation with building principals.
- Model professional learning by attending, as well as facilitating, sessions both within and outside the district. Inform the school system of all pertinent information and changes regarding the Federal Programs and Accountability.
- Oversee the ESL program
- Coordinate services for ML students and testing materials for administration of WIDA and report data.
- Attend district and regional meetings for all programs regularly.
- Prepares informative reports and instructional materials for Yadkin County Schools.
- Compiles interim and end-of-year reports on academic performance and achievement.
- Assists parents with questions regarding school district testing.
- Assists schools with the utilization of EVAAS as a tool for monitoring and improving teacher success with student academic performance.
- Other related duties as assigned in addition to serving on various committees as needed, attending meetings as required, and conducting staff development as needed.
KNOWLEDGE, SKILLS AND ABILITIES
- Broad knowledge of the principles and practices of school administration and of current educational trends
- Grant writing experience preferred.
- Thorough understanding of effective instructional strategies
- Ability to plan, develop, implement, and evaluate programs, including long-term goals and objectives
- Strong communication skills with the ability to establish and maintain positive and effective working relationships and community partnerships
- Considerable knowledge of local, state, and federal policies regarding instruction and policies specific to Accountability and Federal Programs.
MINIMUM TRAINING AND EXPERIENCE
- Master’s degree from a regionally accredited college/university.
- Effective school or district administration experience.
- Prior work in a Title I school setting or Federal Programs experience preferred.
- Experience as a school or district testing coordinator preferred.
MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED
TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements: Must be physically able to operate a variety of equipment including computers, copiers, etc. Must be physically able to operate a motor vehicle. Must be able to exert up to 25 pounds of force occasionally; and/or a negligible amount of force constantly to lift, carry, push, pull, or otherwise move objects.

Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. Includes receiving instructions, assignments, and/or directions from colleagues or supervisors; includes giving instructions or assignments to subordinates.
Language Ability: Requires the ability to read instructional materials, correspondence, reports, forms, invoices, billing and financial statements, turnaround documents, plans, etc. Requires the ability to prepare plans, correspondence, forms, reports, and statements using proper format and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak to people with poise, voice control, confidence, and authority.
Intelligence: Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in oral, written, diagrammatic, or schedule form.
Verbal Aptitude: Requires the ability to record and deliver information, explain procedures, and follow oral and written instructions. Must be able to communicate effectively and efficiently in standard English and government terminology.
Numerical Aptitude: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; determine percentages and decimals; and express data in statistical nomenclature.
Motor Coordination & Dexterity: Requires the ability to coordinate hands and eyes rapidly and accurately. Requires the ability to handle a variety of items, office equipment, presentation equipment, etc. Must have minimal levels of eye/hand/foot coordination.
Visual and Spatial Aptitude: Requires visual acuity to complete essential duties, including the ability to conceptualize visual representations, size, shape, and color.
Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress.
Physical Communication: Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving the nature of sounds by ear). Must be able to communicate via telephone.
